How to get TextMate text quotes in Emacs?

In textmate, when there is a current selection, I press the "and the choice is in quotation marks" key. The same thing happens with other balanced characters, such as (, {, [and ".

Am I missing something obvious in Emacs configuration that would allow similar behavior when using cue mode, or do I need to rip out elisp and write something?

wrap-region.el from this guy's blog blog will do what you are looking for.

Paredit will complete the TextMate style citation. When you enter one part of a pair (quotation marks, brackets, parentheses, etc.), the second will be inserted and the insertion point will move between them, like TextMate.
