What is \C-' ? Do you want something to happen when you type backslash + c + quote? Or do you mean C-' (control + quote)? If this is the last (and I think it is), then you should use

 (global-set-key (kbd "C-'") 'myfunct)

For any key sequence that you want to use, press Ch k, and then press the key sequence that you want to use. He then tells you the key name. This name should be used (with code in the accepted answer).
