Who knows what Picasa is programmed with?

I'm looking for information on how Picasa was created, as I would like to create a similar interface for my application.

Information may include a programming language, user interface design, etc.

I found this Beautiful Picasa interface created from dynamic PSD files :

I looked in the Picasa runtime folder and found a bunch of Photoshop.PSD files. Of course, large parts of the user interface are built in Photoshop. Layers are used to organize buttons, stand-ins, and cursors. Collapse is performed with image replacement similar to JavaScript / DHTML. For example, viewing the timeline is just a 640x480 image with a layer selected to hold the selected group thumbnail and user cursors defined in their own layer set.

The main Picasa graphics engine is most likely simplified by the Photoshop Runtime with the DOM to make it easier to target tagged items imported from .PSD files. This is an intelligent architecture because it provides rapid prototyping of the user interface and appearance across platforms. Designers can make changes to Photoshop then launch Picasa to see the results. Even better, end users can hide the application without learning any new tools.

The runtime folder also contains some simple scripts that link the interface of the elements to their .PSD counterparts, as well as determine layout layout and visibility.
