What is the tab # 13119 on the VS 2008 toolbar?

Question

I only noticed this last night, since I had not used the tools in this particular project for some time. Suddenly, all of my Telerik controls, previously on their own tab, were missing, and this mysterious, blank tab number 13119 was there. I added a new tab for Telerik and added all the controls, but the Telerik tab remained invisible, although the controls are still checked to indicate that they are in the toolbar.

I get it over and over again. Try right-clicking on the toolbar and select "Reset Toolbox"

This seems to be a mistake.
