External RSS feed delay

I subscribed to several RSS feeds, mainly from my own time zone (UK: currently GMT + 1, aka BST). However, I am also interested in news from New Zealand (currently GMT + 12).

My problem is caused by my dependence on the need to keep my unread account at zero or next. When I upload my RSS reader in the morning, he immediately collected all the New Zealand news (usually about 100 items), and I feel obligated to either read all of them or mark them all as read in order to feed my need for zero-unread, count

I decided that a good solution for this would be to delay the RSS feed from time to time, so I’ll drip stories in my time +12 hours so I can read them every other day when they enter.

So my question (or rather questions) is: does such a thing exist at present and what is it? (no need to redo the wheel) If not: what would be the best way to get closer to this? I have access to a Linux web server on which I can run scripts, create databases, store files, etc., So there should be a way ...

I understand most about perl and have worked a bit with XML inside this, so it will naturally be processed ... or is there some simpler way to do this so that I am away?
