Is there any way to call someone and play the audio file in android?

I would like to create an ermergency calling application: if it is running, it calls the given number and plays the audio file, providing information that the caller could not give himself.

To do this, I need to use the call, but make sure that I can replace any sound from the speaker with a reproduced sound file. Can I do this in Android? How?

You cannot do this with G1 at this time, because two different processors handle the call and the applications, and there is no way between them. AFAIK is not yet included in the SDK, but provided that the hardware comes out that it can do this, it will be added to the SDK.
