I have read many blogs on this topic since 2005.
I am sure that Paul Simon is right (see his presentation in this thread), and this is a question about which program on your computer blocks the clipboard. I do not run the listed programs (for example, on the Microsoft website), and I am not in a network or virtual environment, so for me it is not a blocking program (but it may be for you). Similarly, I do not have RDP tasks in my processes. For me, the lock program is a Skype add-on.
I am not a complicated user and am afraid to change my registry, so I did not want to go there.
Now I was able to accurately reproduce the message “I can’t clear the clipboard” by enabling and disabling the addition of skype in Internet Explorer. This is easy for hobbyists, and it may be one of the most common clipboard blocking programs:
I first confirmed that I can turn on / off the problem in Excel by opening / closing Internet Explorer.
Then I turned off skype adding:
Internet Explorer: menu "Tools" → "Internet Options"; The tab "Programs"; Button "Manage add-ons"; Toolbars and extensions selected in the left panel - scroll down to find add-ons for skype. Click the "Disable" button.
NB you need to restart Internet Explorer before this.
.... 4 days later .... it is still working
