Yes, you can.

But the Express version has several limitations.

  • SQL Server uses only one processor at a time
  • Maximum memory - 1 GB
  • Database size limit is 4 GB

And you can redistribute SQL Server, but you have to register for this with Microsoft.

Database size limit is 10 GB

Yes, SQL Server Express is free to develop, use for free, send it to its customers for free - FOR FREE! :-)

In addition to MicTech's list of limitations, SQL Server Express (for now) is only 32-bit.

As for the 4 GB limit for the database, this is for each database, so you can easily have multiple databases in SQL Server Express on one computer - each up to 4 GB in size. And in SQL Server Express 2008, data stored in the FILESTREAM filegroup (BLOBs stored on disk) is not considered for this limitation.

Wrong answer. As far as I know, you can freely develop in any release of Microsoft Express Edition, if you do not redistribute it commercially.

EDIT: I swear, I read a license for a while that said you can't. They must have changed it on me, or it, or I'm thinking of a license for my student publication. Sorry.

Other Editing: just clarification, my initial answer was completely wrong, I lost my MS licenses. As far as I know, after reading the licenses last night, you can develop content with Microsoft Express Edition software in your heart.
