Is there a local development environment for Windows Azure?

I remember that I once stumbled upon a page that says that Microsoft has released an application that allows you to locally test your client applications to localize Windows.

The application will act as a windows azure layout, and you can use local endpoints to connect to it. Does anyone know what application it is or what its name is?

I can not find it on Google. I'm sure someone used it.

Yes, with the Azure SDK, you install the so-called “local structure”, which allows you to create and test your Visual Studio applications in the local environment before sending them to the cloud.

Google for “local fabric” or “development fabric” [ EDIT: since SDK 1.3 this fabric is called “Compute Emulator”, Storage Storage is renamed to “Emnulator Storage”] - I remember at least one blog post about this from Scott Guthrie.
