How does optimizing the performance of a C # 3.0 hard drive against rectangular arrays work?

In Apress's book, Illustrated C # 2008, p. 343 notes:

"One-dimensional arrays have special instructions in CIL that allow them to optimize performance. Rectangular arrays do not have these instructions ... Because of this, using jagged arrays can sometimes be more efficient ..."

Does anyone know how these performance optimizations are implemented?
