Control viewing documents?

We are creating a custom document management application that requires the user to be able to quickly navigate through various documents regardless of format (image files, .doc, .docx, .xls, .xlsx, .ppt, .rtf, .pdf). Is there any control that will solve this problem? If not, what approach would you recommend to us? We would prefer not to use any MS products (for example, Office built-in viewers) due to licensing issues.
