Using this on phones without GPS, one can also find localization.

I am currently using the geocoder / html5 engine to get locations. However, this only works for iphone and android. BUt How does a google map get information from phones without this feature?

It can display the location of the phone from the list of towers that are in the coverage area of โ€‹โ€‹the phone. Each tower has a unique footprint, and Google knows their location. It is significantly less accurate than GPS, but still able to give your rough location.

Watch a video from Google explaining the technology . The explanation begins at 1:16.
