What software libraries are available for programmatically creating photomosaic?

Question

I am looking for a library to programmatically create photo mosaics from photographs of my children ... this is a toy project.

I am on Windows and prefer a Windows based solution, be it Java or something else that I could run from the Java platform (even if it's .Net, it's cool if I can execute it from CMD).

It should not be free or open source.

Do such libraries exist?
