Should we use em and% to determine the font size of website elements?

I found many suggestions for using different font sizes and units of measurement for websites. Most of them suggest determining the font size of the body in% (100.1%) and use them for the rest. I understand that this is very useful for maintaining proportions when scaling and exiting, especially for older browsers. But today, most web browsers can limit the proportions of website elements, even for fixed-size elements.

So, should we use% and em, or can we use pixels?

I still suggest using em when assigning font sizes. You are right to increase the number of new browsers, but not everyone updates their browser, and the presence of visually impaired people is always good.

Internet Explorer 6 (and 7?) Cannot scale pixels correctly, so I rely on% / ems anyway.
