Which values โ€‹โ€‹(high or low) are better in Android getGsmSignalStrength ()

I play with reading the strengths of the signal in a small Android application and wonder if anyone (or just knows) has documented values โ€‹โ€‹(0-31, 99) that are better.

If you ask which is better, I mean, then 0 does not mean any signal or perfect signal.

I have HTC Incredible running on Verizon, so I can confirm that 99 does not have a GSM antenna, but I could not find any other elements in GSM

Values โ€‹โ€‹are defined in GSM TS 27.007, Section 8.5 (Google it, or see here )

From the standard:

0 -113 dBm or less 1 -111 dBm 2...30 -109... -53 dBm 31 -51 dBm or greater 99 not known or not detectable 

Which means - 0 - low, 31 - good.
