Is setlocale a limited instance of a script?

According to PHP, "locale information is supported for each process." Do I understand correctly that this is the same as saying in an instance of a script with an Apache server?

In other words, if I have several parallel sessions using different locales, can changes in the settings of one user language affect others?

Also, is there a traditional stateful way to localize data?

You're right. Setting a different language will not affect other user settings. It is behind a script (dynamic) and is not saved anywhere.
