How to close a leaf in a fossil

The branching documentation in Fossil SCM says that a leaf is considered closed if it has a closed tag. However, when I enter

> fossil tag add closed xxxxx > fossil leaves --closed > 

he shows nothing closed. The same thing happens if you add the --propagate tag. When I check the closed leaves of a fossil , there are no closed tags in the list of leaves. What? I do not understand?

Use fossil tag add --raw closed check-in

Another way to do this is to start the user interface, go to the details of registration and edit its properties (mark as closed)
