You need to get svn command line binaries from here . The turtle does not offer a standalone svn.exe , I believe that it has libraries built into the DLL.

Apache Subversion command line tools (such as svn.exe ) are now available as part of the TortoiseSVN installer. You can choose whether to install them or not on the third page of the TortoiseSVN installer.
