DisallowRotationOnConfigChange is not applicable.

We have an ASP.NET application running on iis7 with an application pool for which “Disable processing for configuration changes” is set to “True”.

However, when we make changes to the web.config file, the application pool is still processed as indicated in the event log:

Are there any other settings or functions that will override the DisallowRotationOnConfigChange parameter?

"disallowRotationOnConfigChange is only for application pool settings, not web.config, so the appdomain utility is still running even if disallowRotationOnConfigChange is being applied. There is a file change registry (FCN) change that can prevent web.config from being changed, and then the changes themselves are not will be raised until the application pool is manually redesigned ... "
