CBT stands for Computer Learning. In addition to its original purpose for providing training software, the CBT hook is most often used to provide notifications when a window is created, destroyed, activated, modified, moved, minimized, etc.

I believe that this is "computer-based training": it is intended for use in (very basic level!) Educational software that shows the user how to move and click the mouse.
