Font size used: 100.01% is still needed, and for which browsers?

I clean up the old and terrible css, which includes:

body { font-size: 100.01% } 

During the research, I found body {font-size: 100.01%; } vs body {font-size: 100%; }? , which explains the reason for setting the font size to 100.01%, but does not indicate which browsers use this "fix" goals.

All modern browsers still have this problem, and if so, which versions and which ones?

This odd value of 100.01% for font size compensates for multiple error browsers. Firstly, setting the default body font size in percent (instead of em) fixes the IE / Win problem with growing or shrinking fonts from if they are later installed in ems in other elements. Additionally, some versions of Opera will draw the default font size. 100% is too small compared to other browsers. Safari, on the other hand, has a problem with the font size - 101%. The current "best" is proposed to use a value of 100.01% for this property.
