from my understanding IISExpress only supports HTTP and HTTPS - it does not include FTP or SMTP support

IIS Express does not support SMTP.

From IIS Express Frequently Asked Questions :

Q: Does IIS Express support non-HTTP protocols like net.tcp or MSMQ?

A: No, IIS Express only supports HTTP and HTTPS .

I always had a problem with IIS, including the SMTP component, it never made any logical sense to me. But on the other hand, I always had an SMTP server with which I was able to test. I should recommend Neptune as a good SMTP testing tool. http://professionalaspnet.com/archive/2009/07/30/Automated-Testing-E_2D00_Mail-with-Neptune.aspx A friend of mine wrote this with modules and integration in mind. I found that it works great as a developer's SMTP tool when you need to enable sending emails in your application. It is very simple to configure and run.
