Android Market Licensing Procedure

The Android Compatibility page states that:

Once you build a compatible device, you can enable the Android Market to give your users access to a third-party application ecosystem. Unfortunately, for a variety of legal and business reasons, we cannot automatically license the Android Market for all compatible devices. To find out about access to the Android Market, you can contact us.

Does anyone know what the actual procedure for obtaining the Android Market on your own device is, if you follow the CDD , and CTS . In particular, I would like to hear from someone who has experience licensing the Android Market?

In addition, I heard that Google has eased licensing restrictions on the Android Market after version 2.3, but I can’t find sources that support this claim. Does anyone have more info on this?
