Is there such a thing as a "firefox plugin for Tamper Data" for chrome?

I can’t find anything that remotely resembles this. Is there a limitation in chrome / webkit that makes it impossible?

No, and will not be soon, because the Chrome add-on api is more restrictive than firefox. However, you can use Burp , which is better in every way. Most importantly Less errors, more features, more compatible with strange message formats.
