Using HTML in CSS after tag for hover state

I'm currently trying to pass some html to: after a pseudo-class in css, to add an arrow after the link to it hung. I saw this for quite some time, in the WordPress theme that was used to install with the default installation. I feel like I need to skip something simple.

a:hover:after{content: "»"}

You need to use the hex value \00BB .
