JQuery plugin for html zoom / pan (e.g. gmap)

Question

I would like to pan and scale arbitrary html in the same way as google maps (btw, I see how you can use the Google Maps API with custom images - is it impossible with any right to html content?)

I see a lot of jquery plugins for panning images, is there any design for html?
