Android Using licensing and / or billing in the app

If I use In-app billing, do you need to implement the licensing policy (http://developer.android.com/guide/publishing/licensing.html) proposed by Google? Or is this enough to implement billing?

The application is available for free, instead some features will be enabled using billing in the application. Therefore, I donโ€™t care if someone โ€œcopiesโ€ the application, if they cannot copy the acquired functions.

If both applications are free, you should only implement In-App Billing. You can read the Billing Guidelines for more information.

I found that the inapp billing and licensing code does not work well, the application crashes in certain scenarios, for example, when trying to buy when it is offline.

I donโ€™t think it would be worth the risk and itโ€™s expensive to use licensing for a free application even with inapp purchase options. I believe that licensing documentation even mentions that licensing cannot be used with free applications.
