The steps to complete it are documented in Issue 663: USB connection for Windows 7 x64 does not work for file management or Android development .
Just in case, this link will disappear, here is a breakdown:
1) Enable MTP, which is disabled by default.
Go to Settings β Storage β Menu (Upper right corner) β Connect to a USB computer β Media device (MTP).
2) Adding an HP touchpad link to android_winusb.inf
Edit the android_winusb.inf file included with the Google USB drivers and add:
; HP TouchPad %SingleAdbInterface% = USB_Install, USB\VID_0BB4&PID_6860&REV_0227&MI_01 %CompositeAdbInterface% = USB_Install, USB\VID_0BB4&PID_6860&MI_01
after the last lines in the sections [Google.NTx86] and [Google.NTamd64].
3) Updated drivers in the device manager
Right-click the unknown cm_tenderloin device in the device manager, tell him about the driver update and specify it in C: \ android-sdk-windows \ extras \ google \ usb_driver.
4) At this point, ADB should recognize the device, but in a standalone state that prevents Eclipse from starting my cmtouchpad application. So that...
5) Restart cmtouchpad at what point the ADB should reliably recognize it as a device in the "device" state.
