I had the same problem, and no matter what I tried, it still didn't work. Finally, I managed to download the apk extension file. I did the following.
* Make sure your file size is correct (file size is not disk size).
* Make sure versionCode matches your versionCode manifest.
* Make sure you change the SALT bytes.
Step by step:
1- Create a new application in the developer console.
2 Obtain the LVL license key and cancel it in your code.
3 Sign and export the application and create a zip with the extension file without compression (compression: "store" in win rar).
4-Download the application on Google Play, but download it in the beta testing section. (without the production version indicated, it is very important that you do not have to have the production version stored in the draft).
5- Create a google group with the people you want to allow for beta, and on the Beta tab you should add this group.
5- Now its a scary part, you have to click on the publication. Your application will not be displayed on Google Play, it will only be displayed to your test groups, TRUST ME. It should look like this:

* Note. Make sure that you are not promoting a beta version to production or showing, also note that I do not have a production version.
6- On the Beta tab, there is a link that you must click to use the beta. After that, just download the application from the Google game, you can simply enter the name of your package, for example: https://play.google.com/store/apps/details?id=com.mydomain.myapp and the application will be installed along with the expansion pack .
If you want to test file downloads, install the application and then delete the downloaded obb file. This will start the obb boot process.
