The best thing about the current Ruby / rails ecosystem is that there’s plenty of room for learning resources, and for each one it shouldn’t be too hard to find the ones that fit their needs / aptitude / ..
Try the Rails For Zombies course and several other CodeSchool courses for free, and decide for yourself if you want to and go to paid courses.
I partially refer to the Ruby on Rails Tutorial as the best free resource for learning web development with Rails. The book is available free online. It provides a better understanding of all the concepts and tools used when working with rubies / rails to create web applications.
RailsCasts - both the free version and the premium version - will be my next recommendation for building skills.

Quite a few people in the ruby community admire Why a sharp ruby guide is one of the best resources for studying ruby, but it did not work for me. After spending some time on this, I switched to Learning to Program, which turned out to be perfect for my style :-)
