Is "Use Basic Internationalization" in iOS 5?

I could not find a clear answer to this question.

When setting up a new project with iOS 5 as the goal of deployment and launch on an iOS 5 device - sometimes I get the following error. However, this is not the whole time, and just wanted to eliminate the incompatibility from the equation.

*** Terminating app due to uncaught exception 'NSInvalidArgumentException', reason: 'Could not find a storyboard named 'MainStoryboard' in bundle NSBundle

Database Internationalization is only available on iOS 6 / OS X 10.8 and later.

If you download WWDC 2012 session slides (go to https://developer.apple.com/videos/wwdc/2012/ ), you will find that on page 63 "Session 232 - Auto Layout by Example.pdf".
