You can actually install Windows applications offline, I did this by running the URL repository that links to it, this is a file with the extension .appx or .appxbundle. However, the URL contains some security information related to the Windows Store session and user ID. This means that you cannot download it many times or resume it if it is disabled, it is very disappointing in the case of games with 2 GB or more data. After that, I installed these packages using the PowerShell command.
Add-AppxPackage [Disk:\File Location\File name.appx]
without brackets. It was installed and worked correctly.
Waiting for special software (like Cydia or smith.) That does this with one click.
