You must be connected to install the Windows 8 Store applications. You cannot download an application downloaded from the Windows repository.

Alternatively, you can get your application directly from the developer without involving the Repository, in which case the installation may be disabled. Applications not signed in the Windows Store can only be installed on devices with side-loading.

You can actually install Windows applications offline, I did this by running the URL repository that links to it, this is a file with the extension .appx or .appxbundle. However, the URL contains some security information related to the Windows Store session and user ID. This means that you cannot download it many times or resume it if it is disabled, it is very disappointing in the case of games with 2 GB or more data. After that, I installed these packages using the PowerShell command.

Add-AppxPackage [Disk:\File Location\File name.appx] 

without brackets. It was installed and worked correctly.
