Changes in css do not affect visual studio

I recently ran into a strange problem: from time to time, the visual studio ignored the changes made to .css. Only when I recreate .css with another! name changes become visible. When I clear the solution and remove the .css visual still render! remote .css. Does anyone have the same problems or is this just my mistake?

First of all, make sure that web caching is disabled in your project, although Visual Studio automatically disables this mechanism. In addition, you can try using the Incognito / Private-Browsing mechanism in your browser, if it supports it. Other reasons may be the use of immutable css files. Try to clear browsing data to understand the cause of the problem.
