How to dim / blur only part of the screen?

I know that we can blur / blur the screen as shown in this post .

What to do to reduce / blur only part of it, leaving one (or several) views without any effect, so that the entire screen will have the effect of a selected view?

In addition, will it work even if I create a dialog on top of the current screen so that the dialog and the selected view remain unchanged?

I think Showcase View might be useful for you.
The ShowcaseView library is designed to highlight and demonstrate specific parts of applications for the user with a distinctive and attractive overlay. This library is great for specifying points of interest for users, gestures, or obscure but useful elements.

The library is based on the Cling view found in Launcher on Ice-Cream Sandwich and Jelly Bean, but expanded to make it easier to use.
