Two form actions that open a URL in a new window in a single Submit button?

Question

Can I put a Two Form action on a single submit button? the user can select two radio buttons and each form action will open the URL in a new window at the same time. I do not know how to do this, and I am not very good at coding. This code is not mine, and I just want to change it. :(
