MP4 / h264 Decoding Library for Windows Phone 8

Question

I am looking for an mp4 / h264 decoder for Windows Phone 8 that allows me to access decoded video frame data (after processing I / P / B frames). Afaik Windows Phone 8 alone does not provide a means to access h264 decoded data for further processing.

Can you recommend a library that is preferably written in C / C ++, is plattform independent and can be compiled in WP8? Both free and commercial offers are welcome.
