Can a BLE iOS device be peripheral and central at the same time?

Is it possible to use both peripheral and central modes at the same time? In this case, we advertise as peripheral by listening to advertisements of other devices.

Yes - you can. At the same time, the same device, which is central and periberal at the same time, is not standard as the current Bluetooth specification, iOS currently supports it.
