CURL: response time after 0 milliseconds

cURL gives me an error:

Operation timed out after 0 milliseconds with 0 out of 0 bytes received 

In particular, part of the "0 ms" is suspicious ...

I had the same problem when I tried to connect via https. The problem was the version ssl. This worked for me:
