How small can we compile?

Question

How small can we compile for any (one) language, such as C, Assembly, etc.? Is it possible to do this about 300-400 kb?

Yes, it is certainly possible.

Note this: TCC . Fully working compiler C executable file at 135 KB (for Win32). After upx it becomes only 72 KB.
