WP 8.1 - Debug Universal App on a device not working with VS 2013

Question

im trying to ebug my universal application from VS 2013 update 2 in my WP8.1 device, but I have this error:

Deployment failed. Verify that a different deployment or debugging session is not running for the same emulator or device from another instance of Visual Studio: Error writing file '% FOLDERID_SharedData% \ PhoneTools \ 11.0 \ Debugger \ Bin \ RemoteDebugger \ file msvsmon.exe. Error 0x80070005: Access denied.

I tried running as administrator and got the same error. I am using VS 2013 Update 1 + 2, Windows Phone 8.1 on my device (unlocked using the WP8.1 developer tool).

This error usually means that there is a pending update for the Windows Phone OS. Do you see if you have pending updates on your phone and a reboot?

In a remote case that still does not work, you can try resetting the phone on the page so that the phone is in a clean state.

You may have installed the application before and then changed some settings in AppManifest as a project identifier. Uninstall the previously installed version from your device or change the ID settings to what you used for the previous installation.
