Windows 8.1 and CD commands on the command line

I am running the Windows 8.1 command prompt as an administrator. I am trying to change the drive from C: \ to D :.

As you can see, a CD can only change in the current (C :) drive. How can I go to D?

I looked for the properties of drive D and there Admin has all access to all activities:

each disk has its own concept of the current directory. CD changes the current directory, and if you specify a drive letter, it will change the current directory of that drive, and not (by default) the current drive.

If you want to change the current directory of another drive and switch the current drive to this drive, use /d :

 CD /d D:\
