Place it inside the <footer> every way, but the most suitable element is a small element .

The HTML5 specification for this says:

Small typical print properties disclaimer, disclaimer, legal restrictions or copyrights. Small prints are also sometimes used for attribution or to meet licensing requirements.

it’s better to include it in the <small> tag. The HTML <small> used to indicate small print. A.

Small print (also called “small print” or “mouse machine”) usually refers to the part of the document that contains disclaimers, disclaimers or legal restrictions, such as copyrights. And this tag is supported in all major browsers.

The <footer> seems to be a good candidate:

 <footer>&copy; 2011 Some copyright message</footer>

In the link, if you put rel = license: Indicates that the main content of the current document is covered by the copyright license described in the referenced document. Source: http://www.w3.org/wiki/HTML/Elements/link

So, for example, <a rel="license" href="https://creativecommons.org/licenses/by/4.0/">Copyrighted but you can use what here as long as you credit me</a> gives the person that something to read and lets computers know that the rest of the page is licensed under a CC BY 4.0 license.
