I am a complete newbie to Mac. It so happened that now I am working on it. I have a strange problem - I cannot find how to start the Default Color Picker?

You can enable the color picker in the application by following the guide here:

From the manual:

Just run AppleScript (Applications → AppleScript Editor) and enter this text:

choose color

Now save it as an application (File → Save As and set the "File Format" pop-up window in the application), and you are done

You can call the color picker from any Cocoa application (TextEdit, Mail, Keynote, Pages, etc.) by pressing Shift-Command-C

The following article explains in more detail the use of Mac OS Color Picker.
