The MSBuild step in TeamCity considers app.config instead of web.config for the ASP.NET WEB API project, which results in MSB3247 warning

I have an ASP.NET WEB API project with a Web.conig file. When it is created in VS2015, error and warning messages are not reported. However, when I create this project on TeamCity using the MSBuild build step, I get the warning MSB3247:

It looks like the app.config file is being considered by MSBuild instead of Web.config because it suggests adding the bindingRedirtect that are already in my Web.config file. I double-checked this by copying Web.config and renaming it to App.config. This fixed the warning. When App.config is deleted, a warning appears. So my questions are: 1) why, although MSBuild seems to use app.config, it fails when I only have Web.config in the project; 2) How can I give MSBuild a hint to use Web.config to bind redirects? 3) why the creation of exactly the same project in VS does not give a warning?

The problem is that Microsoft Web Developer Tools is not installed. MSBuild does not know how to properly process web.config files in this case.

Possible solutions:

  • Install Microsoft ASP.NET and Web Tools 2015 on TeamCity Server

  • Copy these folders to the TeamCity server.

    • c: \ Program Files (x86) \ MSBuild \ Microsoft \ VisualStudio \ v14.0 \ WebApplications \
    • c: \ Program Files (x86) \ MSBuild \ Microsoft \ VisualStudio \ v14.0 \ Web \

    make sure that <Import Project="$(VSToolsPath)\WebApplications\Microsoft.WebApplication.targets" Condition="'$(VSToolsPath)' != ''" /> in web csproj is correct.

The Microsoft.WebApplication.targets file refers to files in the Web folder, so it should also be in place.
